What is the International Police Association (IPA)?
Arthur Troop, an English Polizeisergeant, created the IPA on 1st January 1950 under the basic idea drawn up in Esperanto "Servo per Amikeco" - serving by friendship -.
On June 1953 this idea was taken up by the Netherlands, Belgium and France. 1954 assembled the sections Norway and Switzerland. On 3rd March 1955 the German section was created. The conductor of the Institute for Police Hiltrup at that time, Herbert Kalicinsky, became the first president.
Today the IPA in Germany has more than 55,000 members. In all 16 countries of the Federal Republic regional committees and
branches exist.
The IPA is....
- that politically and unionized independent union of members of the police service, without difference of rank, sex, race, skin colour, language or religion.
- represent as the largest professional association of the world with approximately 300,000 members in at present 60 states. It has advisory status with trade and social advice of the United Nations and in the Council of Europe.
- were obligated in their statutes to the adherence to the principles of the human rights, as it in the year 1948 by the United Nations explained. It is their intention of creating gang of the friendship and co-operation between their members and the member sections.
The IPA wants...
- cultural relations, the general knowledge and the vocational exchange of experience as well as mutual assistance of their members in the social area promote.
- contribute together in the context of their possibilities for the peaceful the peoples and thus to the preservation of the world peace. To the implementation of these targets belong:
- Execution of national and international professional and cultural conferences and seminars
- Promotion and execution of group study trips as well as support and organization of study stays
- Promotion and execution of youth exchange and youth seminars
- Support of cultural and social mechanisms
- Promotion of the intergovernmental connection among IPA members and officials of police
- Preparation from exchange of letters to the contact maintenance and promotion of the foreign languages
The IPA offers...
- a broad education program in own international Information and Education Center (IBZ) Castle Gimborn, Germany.
- local, regional, national and international education meetings on all continents.
- Scholarships for police study stays abroad for the promotion and suppleonment of vocatial advanced training.
- annually an international youth meeting for sons and daughters of IPA members and junior seminars for police service member.
- inexpensive vacation sojourns and accommodations in recognized IPA houses internal and abroad.
- Possibilities for becoming acquainted with police mechanisms in Iown and foreign country and for exchange of experience with occupation colleagues.
- Assistance for officials of police and their relative, if they are undeservedly into a state of distress guessed/advised.
- Brochures with expert contributions for prevention and clearing-up.
